Possible explanation: they somehow got a great deal on a bunch of doors (leftover, free, whatever) and built a bunch of enclosed storage for 90% less than cabinetry would cost.

I love it. Hides all the holiday totes yet keeps them organized. Fabulous- I hate looking at clutter and my neighbors don’t need to see what I own. 10/10

Not everyone likes clutter that nearly all garages contain. They like a clean looking garage so they built a wall with doors to hide it. Different but clean.

Why not just open shelving?

Maybe they own a door company? Cabinetry makes way more sense, and would be way easier than these built-ins.

They guy has a work shop in his garage, but used the doors to cover his storage to make the garage look maintained. Probably something he did to stop hearing his wife complaining about his stuff in the garage.
