This is normal, people in small towns teach their kids to drive very young… hence the road rage when they get to the city - they have 20 years driving experience by the time most people get their license !

This is reasonably safe to some degree. The vehicle is clearly on a flatbed, the instruments are inactive, and even when the kid turned the steering wheel about 45 degrees, the vehicle continued moving straight.
