Something is definitely up with it. What if his mom took the identity of some kid for him and they both came over here illegally, so his mom changed his records to reflect the assumed identity, but always celebrated his real birthday, thus the discrepancy. That's just one explanation.

Real simple if it is a real story. The parents he think he has are the kidnappers and his real parents put up the flyers. His kidnapper mom just played it down. Maybe the kidnapper mom lost her kid and kidnapped him.

That is an odd one. A lot more common in older generations. A grandfather had a birth certificate that was off by years.
