I prefer the Heinlein model. A few years of service. Government must accept you if you are willing indifferent to any disabilities you might have. If you make the sacrifice of those years then you can vote. No one born a citizen. Everyone born a resident.

There’s a simpler way. Restore article one section 8 of the US Constitution back to its original meaning this will neuter the power of the deep state. The incentive to run for Congress so that you can enrich yourself by selling your influence would be gone. Congress‘s powers would be so limited compared to what they are now that you could also eliminate most or all of their staffs. Because Congress’s power would be so limited, the incentive to cheat would disappear as well restore the constitution

To make this change, you must ask young, underemployed victims of the current system to simply hope that those with power under the new one will improve things enough that we can claw our way up to net tax paying status, but so many men are locked in low income and still locked out of jobs by boomers, women, and foreigners that we wouldn't qualify to vote. I'm not saying that it isn't necessary, but it's a massive leap of faith for people who's lives are kept in squalor compared to their value by the system you hope to replace.
