Actually, that’s exactly how diplomatic immunity works. There is an Albanian diplomat who hit and killed a woman and her child in Ontario Canada. I’m guessing he was drunk as hell because afterwards The Canadian government helped him get out of the country in 6 hours

Just like an American woman so called Spy killed a boy in England and straight away ran off back to the US. Never got charged for murder

When a diplomat or family member commits a serious crime, the recipient of the State (in this case, the United States) has specific legal and diplomatic tools: Declaration of Persona Non Grata (Article 9): The recipient of the State may, at any time and without having to explain his decision, inform the accrediting State (the country of the diplomat) that the agent is persona non grata. The accrediting State is obliged to withdraw that person immediately. If it does not do so within a reasonable time, the recipient of the State may refuse to grant it immunity. It is important to note that immunity belongs to the State, not to the individual. A diplomat cannot invoke it or renounce it in a personal capacity; it is a decision of his government. In cases of extremely serious crimes (homicide, serious child abuse), international diplomatic pressure often forces the accrediting state to waive immunity. Processing in the country of origin: Article 31 (4) states that immunity in the recipient of the State does not exempt the diplomat from the jurisdiction of his own State.

I think in this incident it leaves the jurisdiction of local police and goes to the state department. They would then have a discussion with her home country, maybe her home country revokes it with stipulations (no death penalty).
