Context goes a long way here. They look like they're inside. Vaping indoors is illegal in most establishments. I don't have a problem with the way these cops handled this.

My mates had a full pack of ciggies when they were 15 and the cops caught them and made them rip all the butts off them. Soooo, my mates went and bought rolling papers and filters and fixed them. 😂
