Stores in the UK all have this problem in varying ways, no police is disturbed every hour, security have learned to turn a blind eye, shop owners act like it’s a charity event, no safeguarding is raised, the thief can eat in an expensive economy, the economy itself chugs on, while choking the poor, life remains good.
