It's bcuz icicles form because water freezes drip by drip! Instead of turning into a solid chunk, gravity stretches it down layer by layer. basically, ice with patience.

Can't be sure, but that looks like a paddleboard, in which case I'm more impressed by their belief in not falling off. You wouldn't survive 5 minutes in that water.
