My Persian refugee neighbor says that this is Valiiasr Street - it was (until a few weeks ago) the most affluent area of Tehran where all the Ayatollahs and IRGC officials lived and was always kept spotless. The rest of the city doesn't look like this. Its as moronic as showing a picture of Pall Mall in London and saying the whole city looks like this
