Don't use clumsy words if you want to make your point. How can he prove sexual harassment in this case? Do you see him taking it? Instead, the cop has the right to arrest him for obstruction justice because he has the right to search him as he was doing, but because he knows what is hidden, he is about to be seized, and he starts behaving funny. Cops know how guilty people behave.
