This needs a neurosurgeon. Have forwarded the CT to a friend orthopaedic surgeon in Egypt who might be able to discuss it with his neurosurgery colleagues.

In an ideal world they would be transferred to a hospital with neurosurgical expertise on site. Some medications could help with the swelling, but surgery could be required. I am so sorry your friend/colleague is in this inhumane position
