The cat is asking his owner for scratches especially on the ears since cats can't clean their ears themselves and need the help of a fellow cat. After that, they will return the favor ofc, so everybody wins. If a cat doesn't have a fellow cat with them it's the owner's responsibility to either adopt another cat or help their cat with ear scratching, if not then the cat will wait and wait and if the owner doesn't help the cat will be frustrated and potentially bit just to signal the frustration (not to harm)
