Here it is zoomed in, and @ 50% speed. Much easier to see it this way. He clearly did not undertake any offensive action towards the agents at all. The most he did was to raise his left hand, protecting himself from the pepper spray. The lady with a back pack also seems to be getting back onto the street. but only because the guy was holding her by the hood of her jacket.
