Sounds good until you factor erosion and quake disruptions which change land by millimeters to feet at a time and in thr fault regions, nearly, if not daily activities happen causing sloping over time. Put a new slope to a water table, and water wins by being liquid not solid. Water appears to be rising much greater than is actually happening.
