What does the competition Commission do with that money now ? We've seen fines with construction bread and vehicle industries..yet we never know whom benefits from the fines and for the offenders life just goes on

I have a question. If rand manipulation is “the primary reason” then why was it falling before 2007 and after 2013? And why did those factors stop right then so that rand manipulation could become the primary reason. I am sure you can provide a clever answer.
