Cop is well within his rights. Even if the guy wasn’t driving and is just getting gas. The modification of his bike that allows him to conceal the tag is against vehicle code. This is blatantly against the law. And any motorcyclist that would make such modifications is absolutely the one to take off on a traffic stop so the cop taking the keys is a precaution. No different from how some cops put a spike strip under your tire on a traffic stop now.
