Bond is denying Silva that gratification of making him uncomfortable.

I think Bond was just teasing Silva as Silva was about to sexually harass him. Silva immediately understood the sarcasm and got back to business knowing Bond can be manipulated in other ways, which we then see later as Silva is capable of many other things. Good scene. Good humor.

Now imagine Connery doing that. That’s right you can’t.

Honestly we never see James try to get in close to a male target like that, but it's realistic for a spy to play that role if needed. But it certainly wasn't his first time being tied to a chair by another man either way
