The problem is that it cuts a big portion of the well developed roots the tree needs to survive. It might significantly slow the tree’s growth depending on how developed it already was

As someone who has planted a lot of trees this is a silly waste of time and effort. At best the tree will be set back for years. If a tree really needs to 'go', chop it down and plant a new, young tree in a better place. The young tree will soon overtake a damaged older tree.
