My proposal: Use flock cam tech and face recog software to ID teen/youth perps of public brawls. The affected businesses should issue lifetime trespass bans against all ID'ed perps. Use technology to thwart bad behavior. Note: requires law enforcement and gonads.

Mixed feelings. Criminals begged for police cameras and when police got them, ppl realized the cameras detailed their crimes, not abuse as they hoped for. Ultimately, the footage helps protect the public AS LONG AS judges actually punish the criminals. Flock could be the same.
