The real objective of the rule is that the teams doesn't start using a lb body kicker who doesn't need to make a great kick but will have a lot of momento against static players who can't move until the ball is touched

Rule has nothing to do with the kicker it’s to keep teams using players like Justin Reid as their KOS and then getting an extra defender up for the kickoff return.
