I’ve heard many claims that Arun Govil didn’t do any negative roles after Ramayana to maintain people’s faith in his portrayal of Bhagwan Ram. However, I don’t know the exact shooting dates of Shubhchintak, so nothing is clear unless officially stated. From my POV, he is an actor, and whatever he did was part of his profession—for money.
