Yes, this sounds like fraud, not a loophole. Each state has restrictions in place for what it takes to change a license, most are reasonable to weed out selfIDers. Some arnt, and unfortunately because of the Biden admin you can selfID on a passport, you can even put X on a passport. Though this is clearly fraud, as it knowingly bipasses the Florida security measures.
