How can it be "universally available" if not every Texas family who wants it can get it and it is offered to "residents" without a citizenship requirement?

TX version of school choice: (1) Give $10k handout (2) Defund public schools (3) Private schools increase tuition by $10k (4) Homeschoolers have to teach TX standards to get money - no improved curriculum (5) No one meant to benefit can benefit (6) Public school gets worse
