Blocking officers or interfering with arrests is a federal crime. It is impeding federal officers under 18 U.S.C. § 111, punishable by up to 8 years, and up to 20 years if it materially delays an arrest. Doing it to help someone evade capture is obstruction of justice under 18 U.S.C. § 1512, also up to 20 years. This is not protest. It is criminal obstruction. Arrest them and move on. Felonies have consequences, including not voting for a while.
