For too long, San Francisco has allowed people engaged in public drug use to cycle through jail, the ER, or simply remain on the streets—without real accountability or real help. This new RESET Center marks a fundamental change: if you do drugs on our streets, you will be arrested. And instead of sending you back out in crisis, we will give you a chance to stabilize and enter recovery. This is about enforcing the law, getting people off the streets, and connecting them to treatment—while getting officers back on patrol and restoring safety and order for our neighborhoods. This is a new model that we are using in San Francisco to bring people on the streets into a health focused facility where they can have a chance to be connected to treatment. We’re now at the lowest level of unsheltered homelessness in 15 years and we have opened the RESET Center, a new tool that allows us to enforce the law while giving people struggling with addiction an alternative to jail and a path to treatment. After one month, the RESET Center has seen more than 500 admissions, with nearly one-third accepting care and treatment. During an enforcement operation on Wednesday, our law enforcement made 74 arrests and seized 363 grams of illegal narcotics and 3 weapons. We are continuing to send the message that if you come to San Francisco to do drugs or deal drugs on our streets, we will arrest you, prosecute you, and hold you accountable. Thank you to Police Chief Derrick Lew, District Attorney Brooke Jenkins, Sheriff Paul Miyamoto, all of our public safety partners, and the officers and sheriff’s deputies who do this work on the front lines every day.

On October 17th, Vancouverites will be asked: 1. Should Vancouver strengthen its laws to forbid open-air hard drug use in public spaces? What would actually change with a YES vote on Question One? It would give police another tool to address open-air hard drug use in Vancouver’s shared public spaces. As Mayor Ken Sim explains, the City already sets reasonable expectations around public behaviour. Under Health By-law 9535, we regulate where people can smoke and other activities that impact everyone’s ability to safely enjoy our public spaces. A YES vote would give Vancouver a clear mandate to apply that same basic principle to open-air hard drug use. If someone is openly using fentanyl, meth, heroin or crack in a park, on a sidewalk on the Granville strip or in another shared public space, officers would have stronger tools to intervene, including directing people to stop or move along. And, unlike now, where appropriate, officers could seize the illegal drugs. That matters. It gives officers another practical enforcement option to address the behaviour without making criminal prosecution the only tool available. This isn’t about criminalizing addiction. Instead of relying solely on criminal prosecution, a municipal bylaw could allow an officer to intervene, seize drugs where legally authorized, issue a ticket, and move on, helping re-establish the expectation that open-air use of fentanyl, heroin, meth and crack is not acceptable in our shared public spaces. This would provide a new deterrent that isn’t currently available. It would also help document repeated interactions, allowing authorities to identify patterns of behaviour and determine when stronger intervention under existing laws may be warranted. I just finished my third ride along with SFPD since being elected Supervisor in San Francisco. Here's what I saw and learned: - The drug market is significantly smaller since last year. - Due to increased SFPD enforcement and action from our DA, the drug market has constrained its hours of operation to midnight to three am. - The dealers themselves are adapting to increased enforcement, and shifting from selling in crowds to instead becoming mobile and doing drop-offs increasingly. - The drug market has in turn shifted into smaller pockets dispersed in Hayes, Mission, upper Tenderloin - The RESET center is also starting to help individuals suffering on our streets with an alternative to jail SFPD, the DA's office, and Mayor's office are all working together to create new strategies now to tackle this changing landscape to the open air drug market.
