This circuit has no insulation from the mains and is dangerous even when you put in a few resistors to limit the current. When used in a 230V circuit, your peak voltage will be around 400V (230*Sqr2)

That's a very bad dc. 230v and pulsating. It should not be followed.

This isn't safe to make... It's an incomplete linear power supply circuit it's putting out a pulsating DC signal.
