It's animal cruelty, plain and simple. All the guy has to do is lay attached wide-slot fencing over the tank. Cows can drink, they can't and won't try to jump in. He can also dig some ponds so they can cool off!

Instead of working hard, work smart. Also, put up some cheap tents that have some sort of shade so cows can get away from the heat. Ain't that complicated on why they are trying to hide from heat and insects.
