The Constitution also provides that the president shall take care that the laws be faithfully executed. But if the president can't effectively supervise his subordinates in the executive branch — if, in other words, he is not in charge — it becomes practically impossible for the president to fulfill his duties under Article II of the Constitution. It also begs the question: who would be in charge? It's not the courts. It's not Congress. It's certainly not the people.”
