Let’s walk through what the documents actually say, name by name, and what they very pointedly do not say. First, the setup. Khanna and Rep. Thomas Massie spent about two hours at DOJ looking at unredacted Epstein materials, concluded that 70–80 percent of the files are still redacted, and then Khanna came back to Congress and read six suppressed names into the Congressional Record. He described them as “wealthy, powerful men that the DOJ hid for no apparent reason” and amplified Massie’s characterization that they were “likely incriminated.” News outlets dutifully reported the names—with equally dutiful caveats that mere appearance in an investigative file does not equal proof of a crime. So what’s actually in the paper trail? Leslie Wexner. In an internal FBI email dated August 15, 2019, the Bureau circulated a list of eight people labeled “co‑conspirators” or “secondary co‑conspirators” in relation to Epstein; Wexner’s name appears there as a “secondary co‑conspirator.” On the very same day, a separate FBI communication bluntly noted there was “limited evidence” of Wexner’s involvement in Epstein’s crimes. The files indicate he was subpoenaed, his lawyers were in touch with investigators, and, according to his counsel’s public statement, the Assistant U.S. Attorney told them Wexner was being treated as a source of information, “not a target in any respect,” that he cooperated, and that he was never contacted again. He has not been charged with any Epstein‑related offense, and no public filing lays out an actual prosecutable case—just that internal, quickly hedged FBI designation paired with an explicit acknowledgment of thin evidence. If you’re keeping score at home, that makes Wexner the strongest documented example on Khanna’s list—and even there, the Bureau’s contemporaneous verdict was that the evidentiary cupboard was pretty bare. Sultan Ahmed bin Sulayem. Here the picture is different: not an internal co‑conspirator label, but a paper (really, email) trail of an ongoing relationship. DOJ‑released correspondence shows Epstein and bin Sulayem communicating over several years, from before Epstein’s 2008 conviction through at least 2015. Those emails include sexually explicit content and references to visits to Epstein’s island, and one message alludes to a “torture video.” That’s sordid, and it certainly explains why someone at DOJ or FBI might decide to black ink his name out before releasing the files to the public. But emails—no matter how lurid—are not the same thing as a charging document: there is no indication in the public record that bin Sulayem has been accused of, let alone charged with, specific criminal conduct tied to Epstein’s trafficking network. So what we actually have here is documented contact plus cringe‑inducing content, not a formal allegation laid out in an indictment. Nicola Caputo. This one is a shrug in a suit. Khanna put the name on the record but did not explain who this Caputo is supposed to be or what, in the DOJ files, tied him to Epstein beyond a bare mention. Media outlets immediately pointed out that there is an Italian politician named Nicola Caputo (former MEP and regional official in Campania) who stepped forward to say he is not the “Nicola Caputo” referenced in the material. At this point there is no confirmed identification connecting any specific Nicola Caputo, politician or otherwise, to the underlying files; the public record does not tell us what the Epstein‑related documents actually say about the person behind the name. In other words: we have a label, no clear face, and zero articulated evidence. Salvatore Nuara, Zurab Mikeladze, Leonic Leonov. These three are even more opaque. Multiple outlets—including Al Jazeera, ABC Australia, and Britannica’s running explainer—have said they could not independently determine who these individuals are or how, exactly, they appear in the Epstein cache. Khanna, for his part, did not walk the public through any context—no quotes from the documents, no summary of alleged conduct, not even a basic “this name appears in connection with X email / Y flight / Z financial transaction.” The result is a kind of journalistic negative space: their names are now globally searchable, but there is essentially no public, document‑based narrative to go with them. And that brings us back to the phrase “likely incriminated.” Khanna used it as a kind of umbrella assessment of the six men whose names he believed were improperly shielded by DOJ redactions. But there is nothing in the publicly described documents that looks like a formal, institutional legal conclusion that these individuals—collectively or individually—are likely guilty of specific crimes. For Wexner, the FBI’s own internal language undercuts the strength of its label by conceding “limited evidence.” For bin Sulayem, the record is a chain of explicit, deeply uncomfortable emails and implied social proximity, not charges or a prosecutor’s theory of the case. For Caputo, Nuara, Mikeladze, and Leonov, the public doesn’t even have enough to know who they are, let alone how the files describe them. So when Khanna says these men are “likely incriminated,” that is his one-sided, attention-seeking political and rhetorical gloss laid over a very partial, very murky evidentiary picture—not the announced judgment of a grand jury, a court, or even a clean, unambiguous DOJ finding in the released material. The press, to its credit, has been explicit on this point: the mere presence of a name (or a photograph, or an email) in investigative files is not proof of guilt. It can mean anything from “subject of active investigation,” to “witness,” to “victim who also complained about someone else,” to “person whose name shows up in somebody’s address book.” That’s the core problem here. Epstein’s orbit was full of people doing ugly, sometimes criminal things. It was also full of people doing stupid, reckless, or merely embarrassing things. And then there are the people whose names turn up once or twice in some obscure corner of a federal file, with no public explanation at all. When a member of Congress collapses all of that into a single category—“likely incriminated”—and reads a half‑dozen names into the permanent record under constitutional immunity, the rhetoric races far ahead of what the documents, as we currently understand them, can actually bear. Names in files are not verdicts. They’re questions. And right now, for four of Khanna’s six, we don’t even know what the question is. This is nothing but cheap, fallacious, groundless political grandstanding. w.
