Mark Carney: "In its core (MOU) is tightening the tier system which is the industrial carbon tax system here in Alberta to a level of *at least* $130 with pass price from there. What does it mean? It means more than 6x increase in the price of industrial carbon from its effective level to the level committed in the agreement." Notice the smirk when says that. He knows what he just scored.
