This year we will recruit over 700 new Defence Forces members - a 69% increase on our 2023 intake. We’ve turned the corner on recruitment, and I look forward to further progress in the transformation of our Army, Air Corps and Naval Service in the years to come.

Recruitment is one thing. Retention is the problem, particularly for individuals with certain skill sets. What is the overall strength like? Pensions, allowances, technical pay, not forgetting the working time directive, all need attention.

Recruitment is only one part of the solution. The lack of action in retaining personnel, especially those with the skill sets required to maintain operational effectiveness, is more worrying. Couple this with the total lack of urgency in resourcing those who defend the nation.

Today in Odesa, on the day of our Naval Forces of the Armed Forces of Ukraine, we express our gratitude to all our naval warriors and engage in negotiations to ensure that Ukraine’s Defense Forces, including our Navy, receive even greater capabilities. Together with the other branches of Ukraine's Defense and Security Forces, the Ukrainian Navy has achieved what many believed was impossible. Russia has lost the Black Sea. Beginning with the liberation of Zmiinyi Island and continuing through our operations against the Russian fleet, ports, and the occupying forces in our Crimea, we keep proving that this region – the Black Sea region and the Sea of Azov region – will never be a place of peace and quiet for Russia. On the eve of Ukrainian Navy Day, I honored our warriors defending Ukraine as part of our Naval Forces. I presented the battle flag and the ribbons “For Courage and Bravery” to Navy military units. I thank everyone for their service. And today, on the occasion of this year's Ukrainian Navy Day – and as a sign of respect and gratitude to our Naval Forces – I have made a decision for the future of Ukraine's Naval Forces and for the future of our Odesa. The decision to establish our own strong new Naval Academy in Odesa. I know this is something our Naval Forces need. On 09 September 25, the Defence Forces unveiled the new Óglaigh na hÉireann GAA jerseys in Croke Park. A symbol of our shared organisational values of community, teamwork, and pride. Another group of our warriors is back home. Today, Ukrainian servicemen returned from Russian captivity — including members of the Armed Forces of Ukraine, particularly the Air Assault Forces, Naval Forces, and Territorial Defense Forces. Also released were service members of the State Border Guard Service, the National Guard, and the State Special Transport Service. Many of them spent nearly two years in captivity. Many have serious injuries and health issues. Most are officers. We know each and every one. We are bringing everyone back. And we continue working to return all. Thank you to everyone who makes this possible every day — and especially to our defenders who stood strong in captivity. Glory to Ukraine!

New steps are needed, new pressure – sanctions, tariffs – all of this must be on the table.
