Many years ago,maybe 30 years.When clubs entered the FA competitions. Clubs had to fill out a form to confirm they had the said criteria to enter these competitions.Unfortunately with so many clubs, that don’t have their own ground, these things are going to happen.Who’s to blame

Even if you’re a tenant at the ground you should pre ensure your pitch is ok surely?

No point moaning about paying refs etc. if you can’t be bothered to send someone to check the pitch at 10am before anyone travels, then yes it is on the club.
