I'm betting the food was expired. If you've ever been a part of a government run food organization, it is a hardline on those stamped dates. Someone didn't show up, the food went past code, and they have no choice but to toss it. It's not my intention to fully defend these organizations, which are a beaurcratic nightmare for the most part.

And I was fired from a job for setting the leftovers from a gas station fry bar BESIDE the dumpster instead of in it, bc there was a homeless guy who came by every night at midnight. I couldn’t give it to him, but I didn’t think it mattered how I threw it away. After they caught me, crew had to squash up all the discarded food when it was thrown out, making it harder for the homeless man to acquire & eat it.
