Recently, Azerbaijan's President Ilham Aliev used the language of decolonization, describing Azerbaijan as colonized by Russia in the 19th and the 20th century. "We were colonized in the 19th century and lived as a colony. Then, when the Soviet Union was established, we were not independent. We were part of the Soviet Union. A republic? Yes, but without any rights." I suppose each of the "republics" of the Soviet Union can say the same about themselves. The Soviet Union was a colonial Russian project, a reconstruction of the Russian Empire that declared the break from the Empire ideologically but used the imperial and colonial strategies and tactics to piece the state together.

SNYDER: When I was growing up in '70s and '80s, existence of Soviet Union was as certain as anything could be in politics. People who predicted the end of Soviet Union were outcasts and outliers. And up to December 1991, it was American policy to try to preserve Soviet Union. So it's really striking that all that's solid really can melt into air. The things that seem like absolute bedrocks, or even axioms of political thought, can cease to exist. Breakup of Soviet Union also means that 1990s in Russia happened faster there than here. Time goes faster there than in US. That means that things that are going to happen in US start to happen faster there, such as political postmodernism or return of a certain kind of fascism or oligarchy. So the end of Soviet Union shows that things can come to an end, but it also shows some of the possibilities of 21st-century politics which we then wade into ourselves later on.
