There would be no foul on Raya if Trossard hadn't tackled a player into him.

The reason why Pablo didn't get up is because Gabriel was grabbing his shirt and pulling him down. If not for that he would've jumped higher and maybe even gotten to the ball before Raya without impeding him. Why wasn't Gabriel called for a foul and thus a penalty?
