Thank you for clearing this up. We aren’t asking for any rule changes. We simply want the SAVE America Act brought to the Senate floor for debate — the way it should be. When 84% of Americans agree on an issue, any Senators should have to explain their opposition openly.

The rules already exist, they just aren’t being enforced.

That doesn't resolve confusion. I'm still confused why I know more about the Senate rules than a sitting senator. Your claim is not accurate. Under current Senate practice, the “talking filibuster” is not something that can simply be switched on at will under existing procedures. The modern filibuster is largely a function of Rule XXII, the cloture rule, which allows a minority to block legislation unless 60 senators vote to end debate. Nothing in the standing rules forces senators to continuously hold the floor and speak in order to sustain a filibuster. Requiring a true talking filibuster, where opponents must physically remain on the floor and speak to continue delaying a bill, would require changing how the Senate applies its rules and precedents. That is why proposals to restore a talking filibuster are routinely described as rules reforms. The Senate operates heavily on precedent and unanimous consent agreements, so altering this behavior is not just a matter of deciding to “use unused rules,” it requires formal procedural changes or a reinterpretation sustained by a majority. The key point being glossed over is that today’s Senate already allows unlimited debate without continuous speech. A minority can block legislation through procedural objections without anyone reading phone books on the floor. Transforming that system into a mandatory talking filibuster is a structural change, not merely a choice of tactics. So the statement that “no rule change is required” is wrong. The Senate would have to modify rules, precedents, or both to impose that requirement.
