While Trump’s rhetoric is explosive, actually "severing trade" with Spain is legally complicated. Because Spain is a member of the European Union, trade policy is handled by the European Commission in Brussels, not Madrid alone. Chancellor Merz has already reminded Trump that a trade war with Spain is effectively a trade war with the entire EU.
