Claiming transparency while citing self-referential regime reports is classic bureaucratic self-preservation. State Department spin doctors love wrapping propaganda in formal citations, pretending self-audits equal objective truth. Bureaucrats expect the public to worship paper trails while ignoring real-world failures. Real accountability requires independent scrutiny, something the establishment fears. Self-serving narratives trick nobody.
