IMO the instructions rely too heavily on technical jargon rather than plain language. For example, using a straightforward phrase like 'follow the light without moving your head' would be much clearer to the average person than referring to it as a 'stimulus test. Not guilty.

This officer failed to follow the NHTSA guidelines for the Horizontal Gaze Nystagmus test. The officer could not track smooth pursuit because they varied the speed of the pen. & A court will not accept results because of the concussions Romo has in his history.
