Exactly. People don't always watch shows because they like the protagonist, but also because they enjoy other well written characters from the supporting cast. Korra didn't have much of a competent side cast to stand on, even if she was a well developed character.

Ntm they were going for certain archetypes that were popular at that time for Mako and Bolin, but neither landed. Mako just seems like a nothing character love interest, and Bolin pissed me off so much, the epitome of weaponized incompetence.

Also Toph was an earthbender genius that got lessons from the original earthbenders (the badgermoles). When the top struggles, there is a sense she earned the metalbending.

There were many lava benders in the world, Bolin knew it was possible. And he didn't have a chance to fuck it up. Toph was 1. Not in immediate danger and 2. Getting her bearings in terms of what works.
