I had a great meeting with European Commission President Ursula von der Leyen and António Costa António Costa. We discussed the development of Ukraine’s defense industry, particularly investments in enhancing our long-range capabilities. We share a common understanding that achieving a just and lasting peace for Ukraine and ensuring security guarantees requires unity from Europe. We and our partners must remain ready to defend Ukraine with strength, as the war continues, and Russia has no intention of ending it fairly. I appreciate the adoption of the EU’s 16th sanctions package against Russia, targeting its logistics, banking sector, defense industry, and propaganda, as well as the ban on storing Russian petroleum products. Sanctions must target everything that finances Russian killings. We also discussed the progress in Ukraine’s EU accession negotiations. We are counting on the opening of all six negotiation clusters over the course of this and next month. Technically, Ukraine is fully ready. I am grateful to António for his support and for his personal efforts in unlocking the €90 billion financial support package. It is important that the funds begin to arrive as soon as possible and help Ukraine prepare for winter.

I informed them on today’s negotiations in Istanbul. Pressure on Russia must increase if it does not agree to a full and unconditional ceasefire. I am therefore grateful for the preparation of the 17th sanctions package. We expect it to target everything that funds Russia’s war machine: banks, oil, energy, metallurgy, and the shadow fleet. Special attention was given to our path toward the EU — the possibility of swiftly opening negotiation clusters and trade cooperation. I am grateful to the European Union for opening the first negotiation cluster for Ukraine and Moldova. It is important to keep advancing the negotiation process along this track. We discussed the timetable for opening the next five clusters and further steps on Ukraine’s path towards European integration. Particular attention was paid to the implementation of the financial support package and preparations for the disbursement of the first tranche, strengthening sanctions against Russia, and diplomatic efforts to achieve peace. As long as Russia intends to continue the war, Ukraine’s air defense must be strengthened, and work must continue on aligning security guarantees for our country.

On my way to Brussels. Today is a big day: the Secretary General of NATO, Mark Rutte, is coming to the European Parliament for a hearing in the Committee on Foreign Affairs. I am a full member of that committee. I am trying to get speaking time, and if I do, I will call on Mr. Rutte to organize a coalition of the willing from NATO countries to execute an operation in Iran that would target the leadership of the regime. The time for appeasement policies has to end: Europe must stop the slaughterhouse.
