The building and the rail were built at the same time, and there was a lot of effort put into soundproofing so that the train is (allegedly) around the same noise level as a dishwasher. It's a monorail, not a regular train, and the actual structure of the line is separate from the apartment block so they don't touch. There is also a station in the building (Liziba Station) so you can commute without going outside.
