He is, of course, spot on. The only purpose for government is the defense and reproduction of its people's way of life. When officials enact policies which are on their face at odds with that mandate, they betray that mandate. I would go a tad farther than the colonel. The widespread misgovernment we are witnessing is not merely due to the desire of some woke cotton-headed ninny mugginses to remain in power. Rather, these officials work to undermine the sovereignty of their people deliberately, at the behest of external interests. They are Quislings. They should be called out as such. And they should in due course suffer for their betrayal.
