On the other hand, very limited incursion or land grab by Russia, something you could do in less than a day, just take something, stop, and see how NATO reacts. There, I do worry that you would probably have United States and many European countries saying, "Oh, well, phew, that's over. Let's not get into full-scale war with Russia. We need to de-escalate. There's no military solution. We gotta have negotiated diplomatic outcome." Those are the things you'll hear, and that's what would delight Putin because then he has just done one little thing and shown that Article 5 is not as clear as people make it sound, and then he can start playing games with that. So I hope that within NATO we keep up the messaging that we will not tolerate that, and we delegate the authority to the military to respond, so that our political leaders are not confronted with that "Do we escalate or not?" question. We should respond immediately and stop it right away.
