It's an interesting idea, but I wonder why the Saudis and the UAE didn't do it long ago. It's far more efficient than deploying supertankers; the risks are roughly equivalent (notwithstanding Nordstream); and once the pipelines are operational, they have to be cheaper at the margin. The exporters have enormous cash reserves, so why haven't they done it (rhetorical question)?

They have in a limited amount. But at the end of the pipeline, the oil still has to be loaded on to a tanker to reach its final destination most of the time.
