Levin says he and many colleagues "do not believe that it's a good use of $100 billion or $200 billion, which is what the estimates have been, of taxpayer dollars to go in and rebuild the oil infrastructure, and I don't think it's a good deal for the American taxpayer."

The money is only permitted to be taken out in exchange for humanitarian purchase such as food, medicine, and farm supplies. The US still has the ability to freeze the money if any rules are broken and they can validate where every dollar that is withdrawn ends up going. Those are the facts.
