Trump is again doing that weird thing where he signs executive orders that need to be explained to him just before he signs them

A president ought to be able to read the order understand it, and be able to explain it thoroughly. Clearly Trump can do none of that.

Isn’t it supposed to be the president that makes these executive orders. Not it seems to be other people and he just signs them? Is this the reason why his businesses never succeeded? He trust people of wrong reasons?

You expect him to memorize the order of a stack of EOs? This is just to tell him which one is which, and to tell the public/media which one is which. Trump goes on to further explain each one to the public. How did this go over your head?
