It's not a "ritual" they have to go through. It's called protecting assets, which in many cases can be human lives. He simply doesn't care.

His “opinion” doesn’t mean squat. Laws, procedures and protocols are what matter. He had no right to keep them after he left office. At the very least, he should have returned them when the National Archives requested their return.
