The latest version of the bill sets rates of up to 100% for top buyers of Russian energy. In July, US Senators included India and China among the biggest buyers of Russian oil. Western European allies of the US are expected to be exempt. Co-author of the sanctions bill, Senator Richard Blumenthal, has named India and China as the main targets.
