Can someone that works in game design explain a modder was able to do this but the developer's didn't? Is it just time constraints or reason? Genuinely curious

As a game artist myself, it's just art direction choices, in most of trunks renders he does have the hair more similar to the original model, it's in the anime that we see the hair being flowy and then going up when charging ki, it would basically require 2 different models

Character replacers yeah they do, but only the person that has the mod installed can see the model ofc, anything that happens in the future like added extra characters and stages, that's a whole different thing and most likely won't work
